Born Grand Rapids, MI April 21, 1966. Mr. Harper received his Bachelor of Arts Degree with dual majors in Economics and Political Science from The University of Michigan in 1988 (Mr. Harper served as President of the Honor Society for International Relations during his enrollment). He received his Doctor of Jurisprudence Degree, cum laude, from Indiana University in 1992.

Mr. Harper began practicing law, under certification, in 1990, serving as Intern to Magistrate J. Patrick Endsley of the United States District Court for the Southern District of Indiana. He was admitted to the bar in 1992 and admitted to practice before the Indiana Supreme Court, Indiana Courts of Appeals, and the United States District Courts for the Northern and Southern Districts of Indiana. Additionally, Mr. Harper has been certified as a Registered Mediator since 1997. Mr. Harper primarily concentrates his practice in the areas of litigation and insurance defense, insurance coverage, and appellate practice, but continues to maintain practice in commercial transactions and estates.
